In late 1999, the Ontario government initiated a strategic process to focus on securing a strong, prosperous future for the Ontario grape and wine industry. The resulting Ontario Wine Strategy Steering Committee, lead by the Ministry of Consumer and Business Services, involved senior representatives from the Wine Council of Ontario, Vintners Quality Alliance Ontario, Grape Growers of Ontario, Liquor Control Board of Ontario, Ontario Ministry of Agriculture, Food and Rural Affairs, Ontario Ministry of Tourism, Culture and Recreation, and Ontario Ministry of Economic Development and Trade. The end result was "Poised for Greatness", a strategic plan that reflects substantial agreement among all stakeholders on the broad issues and provides a strategic framework for further action for the next 20 years.
